Morgan, who led England to 50-over World Cup glory in 2019, captained England in a record 126 ODIs and 72 T20s. His 118 wins as skipper across the two formats is also a record.
He retires with a slew of records to his name, including most ODI runs for England (6,957), most T20I runs for England (2,458) and most sixes for England in both formats.
“To call time on what has been without doubt the most enjoyable and rewarding chapter of my career hasn't been an easy decision,” Morgan said.
“But I believe now is the right time to do so, both for me, personally, and for both England white-ball sides I have led to this point.
“I have been lucky enough to play in two World Cup winning teams, but I believe the future for England's white-ball teams is brighter than ever. We have more experience, more strength and more depth than ever before.”
The 35-year-old, who made his ODI debut as a 16-year-old with Ireland in 2006 before he was called up by England in 2009, has played 248 ODIs and 115 T20Is, scoring 10,159 runs in total. He has also played in 16 tests, scoring 700 runs.
But injuries and a lack of runs in T20s and ODIs had raised questions about his form ahead of the T20 World Cup later this year as well as England's defence of their 50-overs title in 2023.
“To what lies ahead for me, I will continue to enjoy playing at a domestic level while I can,” Morgan added.
“I'm really looking forward to playing and captaining London Spirit in the second edition of The Hundred this year.”

The most recent phase of ticket sales, a random selection draw, closed at the end of April with 23.5 million ticket requests coming in largest numbers from Argentina, Brazil, England, France, Mexico, Qatar, Saudi Arabia, and the United States, according to FIFA, world football’s governing body.
“I think about 1.2 million tickets have already been purchased. So people are actually buying and people are excited to come,” said Hassan Al Thawadi, secretary general of Qatar’s Supreme Committee for Delivery and Legacy.
A total of two million tickets will be available during the 28-day tournament in November and December, he said.
The next opportunity to purchase World Cup tickets will be on a first-come, first-served basis, but the date has not been announced yet.
World Cup qualification matches have now concluded and all 32 available slots for the tournament have been secured.
Qatar hopes to attract 1.2 million visitors during the World Cup, nearly half of its population.
Organisers are working to avoid price-gouging fans, and, although the local business community should benefit, the tournament should be affordable and accessible for fans, Al Thawadi said on Wednesday at the Qatar Economic Forum organised by Bloomberg.
A central concern has been the cost and availability of accommodation in the Gulf Arab state, which has fewer than 30,000 hotel rooms, according to the most recent estimates by Qatar Tourism. Eighty percent of those rooms are currently allocated to FIFA’s guests, organisers said. “In terms of availability, we’ve tried to ensure that we provide different offerings on different categories. So from the affordable, which range from $80 to $100 a night all the way to the pricier ones in terms of five-star hotels,” Al Thawadi said.
Qatar has boosted non-hotel accommodation, making 65,000 rooms in villas and apartments available for fans to book and around 4,000 rooms in two cruise ships moored in Doha port.
The business community in Qatar, which has come under criticism for its treatment of migrant workers, has committed to repay $28 million workers who paid recruitment fees to secure employment in the Gulf Arab state.
Charging recruitment fees is illegal in Qatar and elsewhere, though the practice is widespread in many of the countries where Qatar’s workers come from.

The mountaineer arrived in Pakistan as part of her quest to beat the time record to summit the globe's 14 highest peaks in six months.
Harila has already climbed six mountains over 8,000 metres (26,250 feet) high, including Everest, in the last two months.
The 36-year-old hopes to match or surpass Nepali adventurer Nirmal Purja and his ground-breaking 2019 record of six months and six days — an achievement that smashed the previous record and was profiled in a popular Netflix documentary — to change how the mountaineering world views women athletes.
"In history and until now, it has been the strong macho men going out climbing mountains," Harila told AFP earlier.
"When I talk to people that are not in this sport, they believe that men are more capable than women... If we are going to change, we need to get attention and show that women are just as capable."
Male climbers and guides far outnumber women in the top tier of the sport, with only a handful of women mountaineers getting attention and sponsorships for their expeditions.
Out of nearly a thousand climbers who visited Nepal’s famed Himalayan peaks this year, only around a fifth were women, according to Nepali government data.
Harila's first notable climb was on Tanzania’s Mount Kilimanjaro in 2015, but she made headlines last year for becoming the fastest woman to travel between the summits of Everest and Mount Lhotse in Nepal.
She accomplished that feat in 12 hours, but broke her own record this year, knocking four hours off her time.
But neither record was enough to convince major sponsors to back her current endeavour.

Najmul Hossain Shanto survived around 40 minutes but Kyle Mayers set him up and then Mominul Haque later brilliantly. He bowled a host of outswingers to Najmul and then delivered one that went in with the angle and the southpaw edged it to slip. He made 17.

Arthur reacted to Akmal's claim made on a TV show shared by sports journalist Aalia Rasheed. "Mickey Arthur has spoiled my career. The then selection committee and local coaches didn’t support me," Akmal was quoted as saying.
The national player said that Arthur had personal issues with him. "I am one of the rare players among the Pakistan team who has always been neglected."
In a press conference in August 2017, Akmal had claimed that Arthur used foul language and insulted him, telling him to go and play club cricket.
However, the former coach had denied the allegations and said that he had not insulted the cricketer.

Needing 149 for victory on a hot and humid day in Cuttack, South Africa rode Klaasen’s fourth T20 half-century to achieve their target in 18.2 overs and lead the five-match series 2-0.
South Africa’s bowlers, led by pace spearhead Kagiso Rabada, set up victory after they kept India to 148-6 after deciding to field first.
The tourists suffered a pre-match blow when wicketkeeper-batsman Quinton de Kock was ruled out with a hand injury but Temba Bavuma’s side kept up the momentum from their opening win.
Bhuvneshwar Kumar put South Africa in trouble at 29-3 inside six overs on a seemingly tough batting pitch before Klaasen and Bavuma, who made 35, put on 64 runs to put the chase back on track.
Bhuvneshwar, who returned figures of 4-13, took down Reeza Hendricks and Dwaine Pretorius in his first two overs and then bowled previous match hero Rassie van der Dussen, who made 75 in his team’s opening win.
Klaasen soaked the pressure and the humidity with his clean hitting.
He raised his 50 in 41 balls and took apart the Indian attack to make the target look simple with the in-form David Miller for company.
Klaasen hit seven fours and five sixes before departing, but the job had been done and the left-handed Miller hit the winning runs to finish with 20 not out.
Earlier Rabada sent back Ruturaj Gaikwad for one to bring up his 50th T20 wicket for South Africa and returned figures of 1-15.
Left-handed opener Ishan Kishan (34) and Shreyas Iyer (40) then attempted to rebuild the innings in a 45-run partnership that was broken by fast bowler Anrich Nortje, who took two wickets.
Left-arm spinner Keshav Maharaj sent back skipper Rishabh Pant in his first over and soon Hardik Pandya’s wicket off Wayne Parnell made India slip further.
But Dinesh Karthik hit an unbeaten 30 off 21 balls to give the team a late push during his 36-run unbeaten stand with Harshal Patel but the effort was not enough.
The third match is in Visakhapatnam on Tuesday.

The Senior Men's Team Analyst, Avenesh Seetaram, was taken to a private healthcare facility, where according to Windies Cricket, treatment for "stomach discomfort" is underway.
"After experiencing stomach discomfort and sickness overnight, the Senior Men’s Team Analyst, Avenesh Seetaram has been admitted to the hospital in Multan for monitoring and rehydration," Windies Cricket tweeted.
A heavy police contingent was also posted at the hospital for security.
The two teams locked horns on June 8 and 10 with Pakistan winning both matches to seal the series.
Their next encounter will take place on Sunday, June 12.
Pakistan, who won the opening match by five wickets, and the second by 120 runs, will be looking to complete a clean sweep of the series.
The Green Shirts have now 10 consecutive ODI series against the West Indies.

In a Twitter thread, PM Shehbaz shared his thoughts on how the government was hoping to “shield financially weaker citizens from economic hardships” by taxing the “financially stronger people”.
“We have allocated billions of rupees for targeted subsidies. This amount is in addition to Rs344 billion allocated for Benazir Income Support Programme. Only deserving people to get the subsidy,” said PM Shehbaz. He added that the government has increased its employees’ salaries by providing a raise of 15% and merging the “ad hoc allowance in their basic pay”.
“The tax slabs have been revised. Those earning up to Rs1.2 million annually have been exempted from taxes. Government has decided to tax non-productive assets of the rich including 5% tax on the purchase of second property and increase in tax on luxury cars,” said the PM.
The premier also highlighted that his government has reduced the tax on the import and distribution of solar panels to zero, adding that a “zero tax has been announced for import of agricultural machinery and implants”.
PM Shehbaz believes the zero tax policy for the agricultural sector in some areas would be a “major step” to enable farmers and the sector to progress.

Skipper Azam, just like the last match, is leading from the front as he hit a half-ton, while Imam-ul-Haq has smashed 72 runs before being sent back to the pavilion.
The team had suffered an initial setback when Fakhar Zaman was dismissed at 17 runs, but Imam stood his ground with Babar to put up a good total.
The Azam-led team won the opening match on Wednesday by five wickets thanks to Khushdil Shah’s late fireworks.
The visitors, electing to bat first after winning the toss, scored 305 runs which the green shirts successfully chased in the last over.
The Pakistani skipper was in his sublime touch scoring the 17th century of his ODI career and breaking several other records.
He was declared player of the match but he nominated Khushdil as the player of the match for his power-hitting on the crucial stage of the match and played a vital role in the victory of the team.
Speaking at the concluding ceremony, WI captain Nicholas Pooran had said that despite hot weather and facing the best team against his young squad, the boys played well.
He had said that he was confident with the overall performance of the team, adding that victory and defeat were part of the game.
The stadium was jam-packed with spectators eager to see Babar and his boys do some outstanding work with the bat to win the opening game against the Nicholas-led West Indies team.
The spectators not only supported the Pakistan team but also the visiting team.
It is important to note that batter Mohammad Haris could not play in the last match, which raised concerns over selection. The experts were of the view that he should have been given a chance if he was included in the playing XI to give him confidence.

On Thursday, Shah stepped into a sinking boat of a match against the West Indies and turned the opening ODI of the three-match series around. Having started the over needing 44 off 24, Shah’s hitting saw them end it needing 24 off 18. His 23-ball 41 not out overshadowed all the other players' performances.

In a disappointing final, 36-year-old Nadal won 6-3, 6-3, 6-0 with victory coming 17 years to the day since he claimed his first French Open as a 19-year-old in 2005.
Nadal won the last 11 games of the final and is now two Slams ahead of old rivals Novak Djokovic and Roger Federer with Sunday’s victory coming against all the odds.
Nadal, the oldest winner in Paris since a 34-year-old Andre Gimeno in 1972, had not been certain of taking part after a chronic left foot injury, which has plagued him throughout his career, flared up again.
He also needed the best part of a gruelling 12 hours to see off Felix Auger-Aliassime, Novak Djokovic and Alexander Zverev in the previous three rounds.
“I don’t know what I would do in terms of injuries if it wasn’t for the team, my family and everyone around me,” said Nadal.
“I would’ve already retired much before if it wasn’t for you.
“I never believed, that I’d be here at 36, being competitive again. Being here, means a lot to me on the most important court in my career. It helps me to keep going.
“For me, it’s incredible to play here. It’s an incredible feeling. I don’t know what can happen in the future, but I’m going to keep fighting to try to keep going.” His two-hour 18-minute win on Sunday took his record at the tournament to 112 wins against just three losses and also put him halfway to a rare calendar men’s Grand Slam last achieved by Rod Laver in 1969.
“The most important thing is to congratulate Rafa,” said Ruud.
“You are a true champion. This is the first time I have faced you so now I know what it’s like to be the victim! There will be many others.
“You have taken me into your academy with open arms and you are a true inspiration to me. We all hope you continue for some more time.” Nadal, unbeaten in 13 previous finals in Paris and playing in his 30th Grand Slam decider, got off to a flying start against Ruud, the first Norwegian man to feature in a championship match at the majors.
He broke for 2-0 and even though he handed the break straight back courtesy of a two uncharacteristic double faults, he was quickly back in front again for 3-1.
The Spaniard wrapped up the opener in 49 minutes against his 23-year-old opponent who has trained at his academy in Manacor since 2018.
World number eight Ruud, the in-form player on clay since the start of 2020 with 66 wins on the surface, was under siege again in the second set, having to fight off three break points in the opening game.
There was a sudden glimmer of hope when he broke for 3-1 with Nadal again coughing up a double fault. However, Nadal roared back with a double break for 4-3.
Ruud saved three set points in the ninth game but his first double fault of the final handed Nadal a two-set lead.
Nadal had said on the eve of the final that he would rather lose Sunday’s match in exchange for a new foot.
However, without needing to hit top gear, he was in complete control against Ruud, racing away to the title with three breaks in a third set which was over in 30 minutes.
Nadal sealed the win with a backhand down the line, his 37th winner of the final.
The left-hander plundered the Pakistan bowlers for 101 runs off 85 balls, a knock that featured 13 fours and six as Sri Lanka posted 260-7 after winning the toss and deciding to bat first.
The hosts, who won the series 2-1 courtesy of their eight-wicket and 73-run win in the first two matches, were bundled up for 167.
Pakistan occupy the top-spot in the ICC Women’s Championship 2022-25 cycle with four points from three games, Sri Lanka collected two points from their win today.
Chasing a challenging target, Pakistan were pegged back after a good start when they lost four wickets for seven runs in a space of nine overs after being 41-0. The hosts never recovered from the collapse. Sidra Amin, who had scored 76 and 123 in the first two matches, was Pakistan’s first casualty after adding just 19 runs to the total. Her opening partner Muneeba Ali was run out for 16 and captain Bismah Maroof, uncharacteristically, was gone for a duck before veteran all-rounder Nida Dar lost her wicket.
Omaima Sohail fought hard for her 40 off 61 balls (four fours) but her dismissal in the 28th over further increased Pakistan woes. Sidra Nawaz and and Fatima Sana were also dismissed in the search of quick runs.
From the other end, it was Aliya Riaz who stood firm with a fighting half-century, sixth of her career before she was dismissed while attempting to clear the boundary. The right-hander hit four fours in her 56 off 82 balls.
Athapaththu capped off a brilliant day in the field with a two-wicket contribution with the ball in her six overs. Oshadi Ranasinghe took two wickets while three batters were run out.
Earlier, Athapaththu, who had struggled to find her feet on the tour finally displayed her immense batting prowess to set a solid platform for her side’s imposing total.
The left-hander posted the sixth century of her career with Nida dismissing her in the 31st over of the innings, Sri Lanka were 156 at that stage.
Athapaththu took the attack to the Pakistan bowlers after the early loss of her opening partner Hasini Perera (3) and Hansima Karunaratne (0). The Sri Lankan skipper found an able partner in Harshitha Madavi, the duo added 152 for the third-wicket. After Athapaththu’s departure, Madavi kept the scoreboard moving for Sri Lanka. She was eventually dismissed in the 44th over for 75 off 128 balls (three fours). Madavi added 60 for the fourth-wicket with Kavisha Dilhari (28).

Talha Talib has filed a complaint with the Sabzi Mandi police in Gujranwala. He urged the law enforcers to arrest the suspect at the earliest and recover his motorbike.
Talib was robbed of Rs325,000 in prize money by an imposter last year.
A man, presenting himself as the personal assistant of a federal minister, had called his father on August 16 and conveyed that the minister wanted to gift a vehicle to Talha Talib over his success in the Olympics.
Lodging a complaint with the Prime Minister Complaint Cell, his father had said, “The imposter then telephoned on August 20 and asked us to receive the vehicle after submitting registration and freight charges in the bank.” Subsequently, they submitted the amount in the bank account and started waiting for the gift that was never received.
Referring to the fraud, Talha Talib said that he was still visiting courts to get back his money and he has to suffer yet another loss.
